Raymond Jacobs serves the Background Screening division of Kroll as Senior Vice President of Business Development and is based in Kroll’s Nashville office. In this role, Raymond works with each client to develop and implement customized background screening solutions to meet its specialized needs.

He serves as a subject matter expert, recommending the optimal suite of screening services for clients in a vast array of industries. Raymond’s extensive experience and knowledge of ever-evolving requirements and regulations have positioned him as one of the industry’s foremost experts. He is particularly adept at assisting clients that operate in regulated industries like healthcare, life sciences, and financial services.

Having been with Kroll for more than 11 years, Raymond manages some of Kroll’s most significant accounts. His ability to effectively address client needs and expectations has resulted in some of the most premier, successful partnerships in the division’s history. Raymond has been instrumental in many significant developments within the Background Screening division of Kroll, including our expansion into international markets and our constant dedication to augmenting our truly global solution. He has also championed numerous technological innovations within the company, including eSignature and Applicant Submission.

Raymond has more than 20 years of experience in professional business development, marketing, and management. Prior to joining Kroll, Mr. Jacobs was involved in risk management and financial services. Raymond is a licensed private investigator in the state of Tennessee and holds a B.S. in Corporate Finance and Investment Management from the University of Alabama.

David Liu

Director, Business Development, Asia

David Liu serves Kroll as our Director of Business Development for Asia. He is based in Kroll’s regional head office in Hong Kong and is responsible for new business development and market expansion strategy in Asia.

David has more than 12 years of business development, relationship management, and operations experience throughout Asia and the United States. Before joining Kroll he was head of the business development and sales team for a technology company in China, where he developed and executed business strategies for company expansion resulting in acquisitions of more than 1,000 merchant clients. In addition, David was responsible for creating valuable partnerships with key industry leaders including China Mobile, China Unicom, and China Telecom, which led to the company’s leading position in the mobile search industry.

Before relocating to Asia, David managed business development initiatives and institutional banking relationships at JPMorgan Chase in the United States. During his tenure with JPMC he successfully grew the business regionally and became responsible for over $1 billion in volume annually.

David holds an M.B.A. from the Kellogg School of Management at Northwestern University, as well as a bachelor’s degree in Managerial Economics from the University of California at Davis. He is also fluent in Mandarin Chinese.
